Reasons for the Postponement
Telecom companies have requested a delay in the introduction of the additional fee for international traffic consumption exceeding 15 GB per month on mobile networks. This decision was made as part of the fight against the use of VPN services.

To implement the requirements of the Ministry of Digital Development, telecom operators will have to change all tariffs, including archive ones, ensure subscriber notification, and make significant changes to their billing systems. There are still many questions related to the detection of international traffic.

Experts believe that a one-month delay will not significantly alleviate the situation for operators, although it will give them more time for test launches. Analysts predict many disputed situations in which the parties to the conflict will interpret the concept of foreign traffic differently.
