A new draft bill has been submitted to the State Duma, allowing car owners to choose custom license plates for a fee. The document was revised based on comments from the government and the relevant committee, and then sent for review, according to Kommersant. The initiative provides for the possibility of reserving plates through the 'Gosuslugi' portal and divides them into two categories - 'unique' and 'individual'.
Background and Context
The 'unique' category includes plates with the same digits and letters, matching digits in the plate and region code, as well as combinations with multiples of ten or hundred digits. 'Individual' plates will be considered those that the car owner can assemble themselves from available characters. The specific tariffs and payment procedure will be established by the government later, and half of the revenue from the new service is planned to be directed to the fund for the monetary allowance of Ministry of Internal Affairs employees.
Industry Impact
The project also includes a provision: owners of cars with 'unique' plates will be prohibited from selling the car within three years from the date of issue of the vehicle registration certificate. According to the authors, this should limit the black market for license plate resale. The bill is expected to come into force on July 1, 2027 - by this time, the Ministry of Internal Affairs will have to finalize the bylaws and information systems.
